BC Energy Step Code Support from Design to Occupancy

  • Integrated Design Process Facilitation: Thrive Energy brings the homeowner, builder, designer, Energy Advisor and key trades together early in the design process. This collaborative approach helps resolve building-envelope, mechanical-system and energy-performance considerations before they create expensive changes during construction.

  • Pre-Construction Energy Modelling and Compliance Report: Thrive Energy reviews the architectural plans, proposed building-envelope assemblies, windows, mechanical systems and project location. We use HOT2000 energy modelling to identify a practical path to the applicable BC Energy Step Code target and prepare the Pre-Construction Compliance Report required for the building-permit process.

  • Complimentary Block-Load Calculations: We include a complimentary block-load heat-loss and heat-gain calculation with every residential pre-construction report. This gives the mechanical contractor project-specific information to help select appropriately sized heating and cooling equipment.

  • Mid-Construction Blower Door Testing: Before drywall is installed, Thrive Energy can perform a mid-construction blower door test to locate air-leakage problems while they are still accessible and economical to correct. The results help the builder, insulation contractor and mechanical trades prepare for the final airtightness target.

  • Final Blower Door Testing and As-Built Compliance: At project completion, Thrive Energy performs the final blower door test, confirms the completed building-envelope assemblies and mechanical systems, updates the energy model and prepares the As-Built Compliance Report required for the occupancy-permit process.

  • Rapid Three-Business-Day Turnaround: For single-family residential projects, our target is to complete the pre-construction energy model and compliance report within three business days after receiving the complete architectural plans and required project information.

FortisBC Step 4 and Step 5 Rebates

The FortisBC New Home Program offers financial incentives to eligible builders constructing homes that achieve higher levels of the BC Energy Step Code:

  • Step 4: $15,000 per eligible home

  • Step 5: $20,000 per eligible home

  • Integrated Design Process: A separate $1,000 design incentive may also be available for eligible projects.

Eligibility depends on the building type, project location, installed mechanical systems, achieved Step Code level and current FortisBC program requirements. Incentive amounts and program conditions are subject to change.

Some compact and energy-efficient designs may already be close to Step 4. Early energy modelling allows Thrive Energy to evaluate the plans and identify whether practical adjustments to the building envelope, windows, airtightness or mechanical systems could improve performance without requiring a major redesign.

Where a project is eligible, Thrive Energy supports the energy modelling, testing, technical documentation and rebate-application process required by the FortisBC New Home Program.

What does an Energy Advisor do for a new home in BC?
An NRCan-Registered Energy Advisor reviews the building plans, models the home’s projected energy performance using HOT2000, recommends practical compliance options and coordinates required airtightness testing. Thrive Energy also prepares the Pre-Construction and As-Built Compliance Reports used during the building-permit and occupancy-permit processes.
Ideally, involve an Energy Advisor during the early design stage and before submitting plans for a building permit. Early energy modelling provides time to evaluate the building envelope, windows and mechanical systems before construction begins, reducing the risk of expensive redesigns or changes on site.
An Integrated Design Process facilitator brings the homeowner, builder, designer, Energy Advisor and key trades together early in the project. Coordinating building-envelope details, mechanical-system requirements and energy targets before construction helps identify potential conflicts while they can still be resolved efficiently.
EnerGuide is Natural Resources Canada’s home energy rating system. It measures a home’s modelled energy consumption and provides an EnerGuide rating and label. The BC Energy Step Code establishes performance-based energy-efficiency requirements for new construction. EnerGuide tools and testing can be used to demonstrate that a Part 9 home meets the applicable Step Code target.
A mid-construction blower door test is not required for every project, but it is strongly recommended and may be required or incentivized by the applicable municipality. Testing before drywall is installed allows air-leakage problems to be located and corrected while the air barrier remains accessible.
Most Part 9 homes subject to BC Energy Step Code performance requirements need a final blower door test to confirm the completed building’s air tightness. The exact testing and submission requirements depend on the applicable building code and local authority.
