CleanBC Better Homes BC
CleanBC Better Homes offers rebates for eligible heat pumps, heat-pump water heaters, insulation, windows, doors and other residential energy upgrades.
- Available programs depend on the home, heating system, utility provider and planned upgrade.
- Income-qualified rebates may require approval or pre-registration before installation begins.
- An Energy Advisor is not required for every rebate. Thrive Energy can help determine whether modelling, testing or technical documentation is needed.
FortisBC Rebates
FortisBC offers rebates for eligible home-energy upgrades and qualifying new-home projects. Available incentives depend on the property, utility service, primary heating system and selected equipment.
- Eligible upgrades may include insulation, windows and doors, heating systems, water heating and home-energy improvement bonuses.
- Some heat-pump rebate pathways require a CSA F280-12 heat-load calculation. Thrive Energy can provide the required calculation and technical documentation.
- Combining FortisBC rebates with other programs is subject to specific rules. Confirm eligibility before purchasing equipment or beginning work.
BC Hydro Rebates
BC Hydro offers rebates for eligible home-energy improvements through its Home Renovation Rebate Program and related CleanBC programs. Eligibility depends on the home, utility service, primary heating system and selected upgrade.
- Eligible improvements may include heat pumps, heat-pump water heaters, insulation, windows, doors and multi-upgrade bonuses.
- Contractor, equipment and application requirements vary by upgrade. Confirm eligibility before purchasing equipment or beginning installation.
- Qualifying whole-home heat-pump installations require a CSA F280-12 heat-load calculation and supporting summary. Thrive Energy can prepare this documentation.
CleanBC ECAP
ECAP provides free home-energy evaluations, personalized advice and approved efficiency upgrades for qualifying British Columbia households.
- Available upgrades may include heat pumps, insulation, draft proofing, ventilation and other weatherization improvements.
- Eligibility is based on household income, home type, utility service and other program requirements.
- Approved program delivery contractors complete the evaluation and installations. Applicants cannot select their own Energy Advisor or contractor.
Solar & Battery Rebates
BC Hydro offers rebates for eligible grid-connected solar panels and battery-storage systems.
- Up to $5,000 for residential solar panels
- Battery rebates vary based on system size and Peak Saver enrolment
- Pre-approval is required before purchasing equipment
- Installation must be completed by an eligible HPCN contractor
- An Energy Advisor evaluation is not required
CMHC Eco Plus & Eco Improvement
Federal Mortgage-Insurance Refund
Eligible homeowners with CMHC-insured mortgages may receive a 25% refund on their mortgage-loan insurance premium.
- Eco Plus: For newly built energy-efficient homes, including eligible condominium units and prefabricated homes
- Eco Improvement: For recently purchased homes receiving at least $20,000 in qualifying energy-efficient renovations
- Eligible upgrades may include insulation, windows, air sealing, heat pumps and renewable-energy systems
- Applications must be submitted to CMHC within two years of the mortgage closing date
- EnerGuide evaluations and reports may be used as supporting energy documentation

BC Energy Step Code Incentives
Builder & Developer
FortisBC offers rebates to eligible builders constructing energy-efficient homes within its gas or electricity service areas.
- $15,000 for eligible Step 4 homes
- $20,000 for eligible Step 5 homes
- Additional support for energy advising, design and mid-construction airtightness testing
- A program-qualified Energy Advisor must complete the modelling and submit the rebate application
- Mechanical-system commissioning and other program requirements apply-+

For Strata, MURBs, & Commercial Buildings
CMHC MLI Select
CMHC MLI Select rewards eligible multi-unit housing projects for commitments to energy efficiency, affordability and accessibility.
- Available for qualifying new and existing buildings with at least five units
- Uses a points-based system to determine available financing benefits
- Benefits may include reduced insurance premiums and longer amortization periods
- Energy modelling must follow CMHC requirements and use an approved national-code baseline
- Qualified professional documentation and final performance verification are required

BC Hydro Multi-Unit Rebates
BC Hydro and CleanBC provide incentives for whole-building energy-efficiency upgrades in eligible strata, rental and equity co-op buildings..
- Rebates may cover heat pumps, heat-pump water heaters, windows, ventilation, lighting and controls
- Funding may be available for opportunity assessments and feasibility studies
- Custom projects can include building-envelope and central mechanical-system upgrades
- Pre-approval is required before purchasing equipment or beginning work
- Eligibility depends on the building type, location, existing energy source and proposed upgrades

CleanBC Better Buildings helps owners and managers find energy-efficiency incentives for commercial, institutional and multi-unit residential buildings.
- Covers existing-building retrofits and new commercial construction
- Identifies applicable CleanBC, BC Hydro and FortisBC programs

- Some CleanBC commercial programs are currently paused to new applications

Important Note: Canada Greener Homes Loan Status
The Canada Greener Homes Loan is closed to new applicants. October 1, 2025, was the final day to apply.
Homeowners with an approved loan may continue their retrofit projects and request their remaining funding. A post-retrofit EnerGuide evaluation is required after the approved upgrades are completed.

- Part 9 and qualifying low-rise MLI Select energy modelling
You Usually Do Not Hire an Energy Advisor For:
- BC Hydro solar and battery rebates
- CleanBC ECAP, which uses program-approved delivery contractors
- CMHC Eco Improvement applications supported by eligible paid invoices
- Equipment rebates that do not require an EnerGuide evaluation
- Part 3 MLI Select projects requiring another type of qualified professional
